Under the terms of the MOU, Ocean Infinity, a globally recognized leader in marine robotics and large-scale subsea data acquisition, will contribute invaluable operational insights and practical lessons gleaned from its extensive experience in autonomous and remote maritime operations worldwide. This knowledge transfer is crucial, as real-world operational data is essential for understanding the nuances and challenges of deploying such advanced systems. In parallel, the MPA will leverage its deep regulatory expertise and operational understanding of Singapore’s complex port waters to guide the design and conduct of these trials. Their role will also involve a rigorous assessment of the safety protocols, operational considerations, and potential impact of these technologies on existing maritime traffic management systems.

Beyond the immediate trials, the agreement also encompasses broader objectives. "Both parties will also support capability development, operational experimentation and research partnerships," the MPA elaborated in its press release. The trials are expected to provide "further operational insights into autonomous vessels and Remote Operations Centres, and inform how such technologies can be safely introduced in Singapore port waters in the future." This fleet comprises a diverse array of remotely operated vehicles (ROVs), autonomous underwater vehicles (AUVs), and advanced onshore operations centres. In his opening address at the Safety@Sea Week, Senior Minister of State for Law and Transport Murali Pillai highlighted that Ocean Infinity’s Armada fleet holds the distinction of being the first in the industry to earn a statement of compliance from the prestigious maritime advisor and classification society DNV, certifying it for remote operations. This certification provides a strong validation of the fleet’s safety and reliability, offering a solid foundation for the upcoming trials in Singapore.

"This collaboration will deepen our understanding of autonomous vessels and Remote Operations Centres, and support capability development and operational experimentation," Mr. Murali affirmed. As one of the world’s busiest transshipment hubs, Singapore’s port waters handle an immense volume and diversity of vessel traffic daily, ranging from mega-containerships to tugboats, ferries, and pleasure craft. This high-density environment inherently presents significant challenges for traffic management, collision avoidance, and incident response. The IPOC system, developed in close collaboration with the Defence Science and Technology Agency (DSTA) and ST Engineering, represents a quantum leap in the MPA’s ability to manage these increasingly complex operations and respond effectively to incidents.

At its core, the IPOC system functions by compiling and integrating live data from a multitude of sources. This includes Automatic Identification System (AIS) transponders on vessels, radar systems providing real-time vessel positions, CCTV cameras offering visual oversight of key areas, and various environmental sensors feeding in weather and sea state information. ENCOURAGING OPEN REPORTING ON NEAR MISSES

To this end, the National Maritime Safety at Sea Council and the Singapore Shipping Association jointly launched the Singapore Near Miss Reporting System. This initiative aims to actively encourage the reporting and sharing of lessons derived from near-miss incidents – events that had the potential to cause harm or damage but did not.

The rationale behind such a system is rooted in established safety management principles: often, multiple near misses precede a major accident. By capturing and analyzing these precursors, organizations can identify systemic weaknesses, human factors, or environmental conditions that contribute to risk, and implement corrective actions before a catastrophic event occurs. The Singapore Near Miss Reporting System provides a confidential online channel, designed to be user-friendly and secure, for individuals within the maritime community to report such incidents without fear of reprisal. This commitment to confidentiality is paramount, as it fosters the trust necessary to encourage open reporting.

The system is modelled on the internationally recognized Confidential Human Factors Incident Reporting Programme (CHIRP), which has proven highly effective in aviation and other high-risk industries. CHIRP’s success lies in its independent nature; it receives submissions from individuals and then, crucially, provides anonymized information to relevant safety bodies. In Singapore’s context, the programme will independently receive the submissions, ensuring that the identity of the reporter and specific details that could lead to identification are meticulously protected. This anonymized information is then shared with the National Maritime Safety at Sea Council, a body comprising key stakeholders from government, industry, and labor. The Council’s role is to distil key safety lessons from the aggregated near-miss data, identifying trends, common causal factors, and areas for improvement. These distilled lessons, stripped of any identifying information, are then proactively shared with the broader maritime community through various channels, including safety bulletins, industry forums, and training materials. This systematic approach transforms individual incidents into collective learning opportunities, driving continuous improvement in maritime safety standards across Singapore and beyond.

BUILDING A STRONG SAFETY CULTURE

In his comprehensive opening speech, Mr. Murali Pillai articulated three overarching priorities for continuously improving maritime safety in Singapore, emphasizing a holistic and forward-looking approach. Furthermore, the rapid adoption of new technologies itself introduces new risks, particularly in the realm of cybersecurity, necessitating proactive measures to protect critical maritime infrastructure and data.
